Statistics on Sex Assaults

In order to prevent sex assaults and protect the rights of victims, the President promulgated “the Law for Prevention of Sex Assaults” on January 22, 1997. The Ministry of the Interior (MOI) established “the Sex Assaults Prevention Commission” on May 9, 1997 to promote related tasks and coordinate involved institutions for setting up a system of preventing sex assaults. The goal is to uplift the quality of work in preventing sex assaults. Such cases processed by police stations are described as follows:

 

. There are 2,062 cases of sex assaults. Such cases mostly incur during 0:00 to 03:00 in a day. Cases incurring during the above time slot account for 40% of all cases. Such cases mostly incur at residential areas. Cases incurring at the above location account for 70% of all cases.

In 1999, there are 2,062 cases of sex assaults. Among them, there are 1,269 cases of rape, 52 cases of gang rape and 362 cases of statutory rape. There are 379 cases of other types of sex assault. Among municipality, counties and cities, Taipei County has the highest number of cases, which are 302 cases. Taipei Municipality has the second highest number of cases, which are 205 cases. Kaohsiung County has the third highest number of cases, which are 164 cases. 39.8% of cases (820 cases) incur during 0:00 to 03:00 of a day. 12.9% of cases (266 cases) incur during 21:00 to 24:00 of a day. 10% of cases (206 cases) incur during 18:00 to 21:00 of a day. 68.4% of cases (1,410 cases) incur at residential areas. 13.4% of cases (277 cases) incur at porno entertainment locations. 7% of cases (145 cases) incur at transportation sites.

 

. 1,974 suspects of sex assaults are arrested. Suspects at the age between 18 and 23 account for the highest percentage, which is 27%.

In 1999, 1,974 suspects are arrested. Among them, 1,943 are male suspects and 31 are female suspects. There are 1,139 suspects for rape, 128 suspects for gang rape, 361 suspects for statutory rape and 346 suspects for other types of sex assaults. Among municipality, counties and cities, Taipei County has the highest number of suspects, which are 273 people. Taipei Municipality has the second highest number of suspects, which are 200 people. Kaohsiung County has the third highest number, which are 149 people. 27% of suspects (533 suspects) are at the age between 18 and 23. 20.7% of suspects (408 suspects) are at the age between 12 and 17. By the type of occupation, 19.7% of suspects (388 suspects) are at the age between 30 and 39. 34% of suspects (671 suspects) are jobless. 17.1% of suspects (338 suspects) are labor. 9.3% of suspects (183 suspects) are students. 47.7% of suspects (942 suspects) are graduates of junior high school. 28.9% of suspects (571 suspects) are graduates of senior high schools. 14.5% of suspects (287 suspects) are graduates of elementary schools.

 

. There are 2,179 victims of sex assaults. Students account for the highest percentage, which is 45%.

In 1999, there are 2,179 victims of sex assaults. There are 48 male victims and 2,131 female victims. There are 1,307 victims for rape, 55 victims for gang rape, 392 victims for statutory rape and 425 victims for other types of sex assaults. 54.2% of victims (1,180 victims) are at the age between 12 and 17. 14.3% of victims (312 victims) are at the age of between 18 and 23. 10.3% of victims (224 victims) are at the age of 6 to 11. By the type of occupation, 44.6% of the victims (972 victims) are students. 35.2% of victims (768 victims) are jobless. 7.9% of victims (172 victims) are workers in the service sector or salespersons. 51.3% of victims (1,118 victims) are graduates of junior high schools. 22.6% of victims (493 victims) are graduates of senior high schools. 14.6% of victims (318 victims) are graduates of elementary schools.
